City of Markham Appoints New Commissioner of Development Services
MARKHAM, ON – April 7, 2026 - The City of Markham is pleased to announce the appointment of Trinela Cane as Commissioner of Development Services, effective Tuesday, April 7, 2026.
Commissioner Cane joined the City in June 2012 as Commissioner of Corporate Services. Over the past 14 years, she has provided executive leadership across key corporate functions and supported Markham Council and the Executive Leadership Team on complex organizational, governance, and service delivery matters. In this role, she has demonstrated strong strategic focus, sound judgment, and a collaborative approach to advancing the City’s priorities.
For the past 10 months, Commissioner Cane has served in a dual executive role, as Interim Commissioner of Development Services and Commissioner of Corporate Services. During this period, she has demonstrated strong leadership across two significant portfolios, providing clear direction, strengthening collaboration, and maintaining a consistent focus on results and service excellence. Commissioner Cane will continue in this dual role until May 1, 2026, while plans for her replacement of Commissioner of Corporate Services are finalized.
Before joining the City, Commissioner Cane held executive roles in the Government of Ontario, including Assistant Deputy Minister, Chief Information Officer and Chief Administrative Officer. She holds a Bachelor of Arts degree from the University of Toronto, and a Master of Criminology degree from the University of Ottawa.
As Commissioner of Development Services, she will continue to provide strategic leadership and oversight for the City’s development-related functions, including planning and urban design, engineering, transportation, development review and building standards.
Her focus will include advancing Markham Council’s strategic priorities by supporting responsible growth and complete communities, ensuring accountability for results, and strengthening engagement with Council, the development industry, residents, and other stakeholders.
